Fresh Provision Shop Licence

Shops that sell fresh, chilled or frozen beef, mutton, pork, reptiles (including live snakes), fish (including live fish) and poultry must hold a Fresh Provision Shop Licence.

For example, a frozen meat shop that buys in stock and resells frozen or fresh meat needs this licence. A shop with this licence may only buy in stock and resell it as is. If you process the food in any way before selling it, you must apply for another type of licence.

Shop requirements

A smooth, tightly jointed hardwood table or a smooth hardwood chopping board must be provided for cutting fresh meat.
Every cold room must have a thermometer.
One or more grease traps must be fitted between the trap and the main drain.

Special requirements and limits

A refrigerator of suitable size and in good working order must be provided to store fresh meat.
Approved building types: shopping malls, shops for restaurant use in housing estates, non-industrial commercial buildings / commercial-residential buildings.

Fresh Provision Shop Licence FAQ

If I repack frozen meat after it arrives, is a Fresh Provision Shop Licence enough?

No. Repacking counts as processing, so the correct licence is a Food Factory Licence.

I want to process and sell frozen meat (cooking, cutting, processing). What should I do?

Apply for a Food Factory Licence. The law says a Fresh Provision Shop Licence only allows buying in and reselling, so in this case choose a Food Factory Licence and add endorsements for the types of fresh provisions you need. But remember: if you need open-flame cooking and seats for customers, you must apply for a General Restaurant Licence instead; if you only need seats, you can choose a Light Refreshment Restaurant Licence.
