Restaurant Licence Renewal

About 4 months before a licence expires, the FEHD posts the licensee a renewal application form and guidance notes.

This applies to the General Restaurant Licence, Light Refreshment Restaurant Licence and Factory Canteen Licence. Note: before renewal, you must complete the annual fire services and ventilation inspection and get a letter of no objection from the Fire Services Department.

Renewal timing and process

Renewal notice: about 4 months before a licence expires, the FEHD posts the licensee a renewal application form and guidance notes. Even if no notice arrives, the licensee is still responsible for renewing before the licence expires.
Submit the application: submit the renewal application within the 4 months before the licence expires. Applying after the licence has expired is unlawful: the old licence is cancelled and you must apply again from the start.

Documents required

Completed licence renewal application form (Form FEHB 101A)
Copy of a valid Business Registration Certificate (BR)
Copy of the applicant’s identity document
Copy of the current restaurant licence
Letter of no objection from the Fire Services Department (to be obtained before renewal)

Licence renewal charges

The standard annual renewal charge depends on the licence and the premises’ floor area. For full licences at up to 100 m²:

General restaurant: HK$2,520.
Light refreshment restaurant: HK$1,810.
Factory canteen: HK$2,710.

For areas above 100 m², use the corresponding fee band.

Approval criteria

Licensing conditions: whether the licence conditions have been kept at all times
Building safety: whether there are unauthorised building works or unapproved alterations
Fire service installations: whether equipment works and has passed the annual inspection
Hygiene record: whether there have been serious hygiene prosecutions or complaints
Site inspection: FEHD officers make surprise visits to confirm there are no breaches
