Milk Factory Licence

The Milk Factory Licence is for businesses that process milk, prepare reconstituted milk or milk drinks, or bottle milk.

Businesses that apply for this licence on its own are usually milk product processing plants. Put simply, if you sell any processed or reconstituted milk or milk drink, you are running a milk factory and need a Milk Factory Licence.

What are the limits for a milk factory?

A milk factory must have a toilet, and the toilet must not open directly into any area where milk is processed or utensils are washed.
Suitable equipment and facilities must be provided to clean and sterilize all vessels, containers and utensils that may touch milk (including heating machines).
A milk heating machine or heater of a type approved by the licensing authority must be installed.
A mechanical device for capping milk containers must be provided.

Shop requirements

Inner walls in areas where milk is processed or reconstituted milk or milk drinks are prepared must be finished with smooth, non-absorbent material or tiles to a height of at least two metres.
Floors in those areas must be laid with smooth, light-coloured, non-absorbent material.
Approved building types: shopping malls, shops for restaurant use in housing estates, non-industrial commercial buildings / commercial-residential buildings.

Milk Factory Licence FAQ

I only want to resell milk products in my shop. What should I do?

Add a Milk Factory Licence endorsement to your restaurant licence (big licence / small licence / Food Factory Licence / Factory Canteen Licence). Once approved, you can process milk or make milk drinks in the restaurant for customers.

Is it the same if I want to serve bottled milk to customers?

To sell bottled fresh milk or chocolate milk for drinking on the premises, add an endorsement for "milk and milk beverages" and give the FEHD proof of where the stock comes from.
